投標人應具備的資格或業(yè)績(jì):對投標人的資格和業(yè)績(jì)要求：Requirements for Qualification and reference of Bidder: (1)資格要求 Requirements for Qualification of Bidder A.如果投標人為境內注冊公司，投標人需提供合法有效的企業(yè)法人營(yíng)業(yè)執照、稅務(wù)登記證及組織機構代碼證或證照合一的營(yíng)業(yè)執照，投標時(shí)需提供原件掃描件(原件備查);如果投標人為境外注冊公司，需提供有效的公司登記注冊證明;A.The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate. B.投標人應為所投貨物的制造商或授權代理商。如果投標人是代理商，則須提供制造商有效授權書(shū)。如果投標人是制造廠(chǎng)商所在集團內負責銷(xiāo)售的公司，投標人應提供聲明，說(shuō)明投標人與制造廠(chǎng)商隸屬同一集團，負責投標貨物的銷(xiāo)售工作。The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.如果投標人是代理商,應具有2022年1月1日至2024年12月31日氣動(dòng)旋塞閥的銷(xiāo)售業(yè)績(jì)(至少一個(gè))，并提供相關(guān)業(yè)績(jì)證明文件。業(yè)績(jì)證明文件包括但不限于銷(xiāo)售合同復印件，至少體現以下內容：合同簽署時(shí)間、合同簽署頁(yè)(國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章)、制造商名稱(chēng)、貨物名稱(chēng)。未提交業(yè)績(jì)證明文件，或通過(guò)所提供的業(yè)績(jì)證明文件無(wú)法認定滿(mǎn)足上述業(yè)績(jì)要求的，均視為無(wú)效業(yè)績(jì)。If the bidder is an agent, the bidder shall have sales performance (at least one) of Pneumatic Plug (ON-OFF) Valves from January 1st, 2022 to December 31st, 2024, and provide corresponding documentary evidence. The sales performance documentary evidence includes but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures and seals from both parties, international trade contracts should have signatures or seals from both parties), the name of the manufacturer, and the name of the goods. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.投標文件中提供制造商授權書(shū)的中標候選人，應在中標候選人公示后 3個(gè)工作日內將制造商授權書(shū)原件(簽字或人名章或公章均須為原件，不接受掃描打印文件)送達招標人聯(lián)系人進(jìn)行核驗，對于國外制造商授權書(shū)原件，投標人提前準備以滿(mǎn)足核驗原件期限要求。投標文件中提供的制造商授權書(shū)可在制造商官方網(wǎng)站上查詢(xún)并核驗一致的或紙質(zhì)投標已遞交制造商授權書(shū)原件的，可免于送交原件核驗。核驗結果不一致的，將按照提供虛假投標資料處理;未能在規定期限內提供原件的，將視為不如實(shí)提供材料處理。上述兩類(lèi)情況將取消中標候選人資格及中標資格，并按照中國海油相關(guān)制度規定給予禁用等處理。The winning candidates who provide the manufacturer's authorization letter in the tender documents shall deliver the original manufacturer's authorization letter (the signature, personal seal or official seal must all be the original. (3)業(yè)績(jì)要求Requirement for Bidder's reference:2015年1月1日至投標截止日(以合同簽署時(shí)間為準)，投標人所投產(chǎn)品的制造商有雙酚A裝置(BPA裝置)氣動(dòng)旋塞閥的2個(gè)合同業(yè)績(jì)且單個(gè)合同閥門(mén)數量大于或等于50臺。其中，至少包含1臺壓力等級不低于600lb的氣動(dòng)旋塞閥和1臺設計溫度不低于250℃的氣動(dòng)旋塞閥。(需注意：壓力等級和設計溫度可以同時(shí)在1臺閥門(mén)中體現，也可以分別在2臺閥門(mén)中體現;壓力等級和設計溫度不要求必須同時(shí)體現在1個(gè)合同業(yè)績(jì)中，可以分別在2個(gè)合同業(yè)績(jì)中體現。)如果投標人為制造商所在集團內負責銷(xiāo)售的公司，應提供該制造商的業(yè)績(jì)。From 1st Jan, 2015 to the bid deadline (subject to the contract signing date), the manufacturer of the products submitted by the bidder shall have 2 supply contracts of BPA plant pneumatic plug valves, and the number of individual contract valves is greater than or equal to 50.Among the two contracts, there is at least one pneumatic plug valves with a pressure class of not less than 600lb and one pneumatic plug valve with a design temperature of not less than 250℃.(Note: Pressure rating and design temperature can be reflected in 1 valve at the same time, or can be reflected in 2 valves; Pressure rating and design temperature are not required to be reflected in 1 contract at the same time, but can be reflected in 2 contract performance.)If the bidder is a company responsible for sales within the manufacturer's group, the contract of that manufacturer should be provided. 投標人須按規定格式提交業(yè)績(jì)表，并提交相關(guān)業(yè)績(jì)證明文件。業(yè)績(jì)證明文件包括但不限于：銷(xiāo)售合同復印件(含相關(guān)技術(shù)附件)。投標人所提交的業(yè)績(jì)證明文件必須至少體現以下內容：合同簽署時(shí)間、合同簽署頁(yè)(國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章)、制造商名稱(chēng)、裝置名稱(chēng)、貨物名稱(chēng)、貨物數量、壓力等級、設計溫度。若業(yè)績(jì)合同為年度協(xié)議，除提供年度協(xié)議外，還應提供相應的已到貨訂單，訂單內容或編號應與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下提供1個(gè)或以上的訂單及與訂單對應的到貨驗收材料均算為1個(gè)有效業(yè)績(jì)。The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix) . The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, number of goods, pressure rating and design temperature.If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement.
